I think it came from the schools! So some MP from education area thought of this awful name.

If you look at the way people are, is there anyone who is ‘normal?’ We have this old-school definition of what normal is, well ‘normal’ mommy has to take Xanax because she is struggling with anxiety and normal daddy has been on anti-depressants for 5 years because of his job. I am physically incapable of doing what many others are, does that make me ‘abnormal?’ I refuse to accept that.
