The malice had ever seen from a point of view of morality, but now this lack of empathy for others is considered a disease and disability. There is evidence that there are ten regions of the brain called empathy circuit, and that when people hurt others because this circuit is not working properly.
In the film "Purge", the government leaves one day a year for violence and evil towards others without consequences legal under the law, so the people celebrate "the day of evil" and which some scholars would be "the empathic disability day".
I, however do not think it is a mental limitation, the human beings are violent by nature, but the rules, laws, education, religion, etc. ... prevent us back to the days of the cavemen and the law of the strongest, so everyone can be Dr. Jekyll and Mr. Hyde at one point, just enough to take a look at the courts, prisons etc ... to remind us that our beast is loose.

Hello Minerva, I agree it is not a mental limitation. By nature humans are geared towards self-preservation and interest. They are also geared to understand, that having this balanced within a group interest, has strong social and welfare benefit, and is essential. It is mutually beneficial. Opposed to solely self-interest and criminal actions, which undermine the peace and well being of all. humans by nature are both solitary and social animals. They have evolved with this mindset, and it works. There needs to be balance. Those who are only selfish and criminal would not last long groups in the earlier times, as they wood be cast out or faced a harsh form of justice.
